What this letter does
When you first contact a Chinese manufacturer, you should not send your designs, and you are not yet ready to sign a full contract. The pre-disclosure enquiry letter does three jobs at once:
- Requests verification. It asks the factory to supply their Business Licence (营业执照) and Unified Social Credit Code, the registered Legal Representative's name, confirmation that their business scope covers your product, whether they manufacture in-house or subcontract, and a specimen of the company chop they will use to execute contracts.
- Discloses nothing confidential. It makes explicit that the enquiry is limited to general capability, capacity, MOQ and indicative pricing — so you learn who they are without giving anything away.
- Signals the NNN is coming. It states that before any technical documentation is disclosed, you will require a signed Non-Disclosure, Non-Use and Non-Circumvention (NNN) Agreement governed by PRC law, with the company chop affixed.

We are [Your Company], a company based in [Country]. We are currently evaluating potential manufacturing partners for the products under discussion and are pleased to make contact with your company. Before we proceed to any substantive discussions, we kindly ask that you provide the following information so that we may verify your company's registration and manufacturing qualifications:
- A copy of your Business Licence (营业执照) clearly showing your Unified Social Credit Code (统一社会信用代码).
- The full registered name of your Legal Representative (法定代表人).
- Confirmation that your registered business scope (经营范围) covers the manufacture of the products under discussion.
- Confirmation of whether you manufacture in-house or subcontract any part of production, and if so, which parts and to whom.
- A specimen of the official company chop (公章) that will be used to execute contracts.
For the avoidance of doubt, no confidential or proprietary information is being disclosed at this stage. This enquiry is limited to your general manufacturing capability, production capacity, minimum order quantity (MOQ) and indicative pricing.
Please also note that, prior to the disclosure of any technical documentation, designs, samples or specifications, we will require the execution of a Non-Disclosure, Non-Use and Non-Circumvention (NNN) Agreement governed by the laws of the People's Republic of China, with your company chop affixed.
